Introduction

All Sindh Ghareeb Nawaz Welfare Association head office bhorti village talaka kandiaro disstrict Naushahro Feroze was established on 19 July 1993 at village bhorti in the gathring of some friends in a  gathering Abdul Hague gave opinion for welfare, which should help the poor persons. There after all the friends had fully supported the version then all the friends have been suggested the name of well fair.

The Beginning

On 21 July 1993 held a meeting. In that meeting about one hundred peoples decide that far well fair member ship is necessary sitting peoples decide membership fee five rupees per month far common member ship then I Abdul Haque started member ship and in one year I made 84 members then on 1 June 1994 meeting held in head office Bhorti in that meeting members decided.

Members discussed about free medical camp which was announced on 15 - 4 -1995 and then elected body and members share the work far camp on 15 - 4 -1995 the free medical camp held on 15- 4 1995 in the b. health center Bhorti and on the said camp doctors chaked free 1.800 pishints in that camp all sindh ghreeb nawaz well fairarrenged free durgus far all the pishints and then president call general meeting on 21-9 1995 far new body election on 21-9 1995 in general meeting new body elected president Abdul Haque bhurt genral secretrey Sikindar Panhwer joint secretry Mohd Uris Selro Treazery Nand Lal in this meeting general secretary Sikandar Panhwer told the members that he had given application far registration in which I have given ten founders names.

After that general secratry was directed for registration of association .in above meeting the constitutional  commite sub mit copy of constitution after discussion was passed which is as under.

Constitution
1.All tribes and  all casts who lives in Sindh to create unity and equality among them
2.To tell the poor peoples their rights and how to achieve
3.To tell the poor peoples for social society and to inform the higher authorities about the human rights violations.
4.To tell the poor peoples how they can get their basic facilities  and struggle far basic facilities and to try to create basic facilities in villages and towns in province of Sindh.
5.To eliminate un religious activates from poor community through out Sindh.
6.To struggle far reducing un employment and poverty alleviation  in Sindh province. 
7.To orgnise conven tions far increasing  eduaction moral activeties and distribute prizes among the deserving students in Sindh.

Powers And Functions Of General Body

1. General body has power make policy and programs under law.
2.general body has power to make amend men tin constitution under law.
3.general body has power to arrange the election through election committee.
4.for organization those functions how are arrange by executive committee.

Example. budget. audit report. Member ship affairs. Nominate auditor for expenditures.

Powers And Function Of Executive Committee
1.executive committee shall be important part of organization and look after all active tes.
2.executive committee is reprasentative in the affairs can decide all the decisions .
3.executive committee has power to create sub committee due to need from members.
4.executive committee can reject membr ship or restore member ship vide sections 6.7.9 and 10 .
5.executive committee can be appoint the servant on monthly pay basis and can terminate at any time.
6.executive committee can decide duty of servent and his rights .
7.executive committee is responsible after election period for all aims and works.
8.this cmmittee has power due to need to make one or more co operative member for achivement of main purpose .
9.this committee has power to reject the member ship of those members who remain absent three meetings with out any cause or information .
10.this committee must keep register in which mentioned names adresses surname of members and to enlarge fees and donation collected .

Powers And Functions Of Office Bearers
A. PRESIDENT.
(I)president should look after that organization do work according constitution .
(II)pesident should look after every movement of organization.
(III)president should look after the office bearers and distribute work of organization among them ..
(IV)after election of committees if two candidates votes are equal then president have right to cost his vote.
(V)president will perside all metings of all committees of organization and general meetings.
(VI)president have right to expend five thousand rupes at emergency time and he have to takee permition from business committee
in first meeting .
B vice president.
(I)he have to help the president and perform those duties which president tell him .
(II)in absent of president he wiil work as president.
C.HONRRY GENERAL SECRATERY.
(i)general secretary is responsible for bussines of orgenisation.
(II)general seceretary should discuss every time with president and he have to call all meetings and resulation and all desitions should approve business committyand he have to try final all decissions and he have power to expend two thousand rupees in emergency.
(III)general secratary have to take part in all meetings and he have to main tain all registers .
(IV)he have to cheke all accounts and bills after the cheking then he have to send to treasour.
(V)he have power to check and look after all institutes working for orgenisetion business committee can transfer powers to him he can dismis or transfer any employe of orgenisation after that he have take premision from business committee.
(VI)he have to prepair annual report and submit in business committee for permistion.
(VII)he have to write all documents with out policy of orgenisation and he should get permation from business committee.
(VIII)general secretary should be member of all subcommittes of organisation.
D.joint secretary.
(I)he will help general secretary.
(II)in aabsends of general secretary he will perfarm as general secretary.
E.TREASURER.
(i)treasurer will be incharge and responable for accounts .
(II)he will run bank accounts and general secretary and president should run joint account and business committeehave to give permation.
(III)he can get fees donation and grants e t c and isue recipits.
(IV)he have to mainten all record and to main ten accountss and mainten monthely regerters produce before business committee.
(V)he have to perpair annual bughet and produce before business committee after that he will produce the bughet for aadut before aaditer.
(VI)he can put cash with him for daily work with permation of business committee.
(VII)he will be responsble for all accounts and he will show all accounts for aadut to aaduter who should be apointed by general body.
F. JOIN TREASURER.
(i)he shuld help treasurer.
(II)in absence of treasurer he will per form dutyes as treasurer.
G.PUBLIC RELATION SECRTARY.
(I)he will contact with press public local instutions as well as agincies and other social instutions for activites and publcity for orginization.
(II)he will be responsble to perform all the duttyes for pubilcity.
General Body Meetings
(a)general body meating is necessary once in year sutch meeting must be called with in ninety days after end of finincial year.
the folloing problems will discusced in the meeting.
(I)to get permission decitions of previous meeting.
(II)
(III)excuotion of annual account and audit report.
(IV)to appoint election comeety.
(V)ammendment in the consitituation according to section 22.
(VI)any other propsal with the permission by the presitent.
B.NOTICE.
for general meeting at lest fiften days notice will be given before meeting so that all the members can attend anual meeting.
C.QURAM.
1/3 is must for genral metting.
D.EMERGENCY OR SPECIAL METTING OF GENRAL BODY.
(I)general secretary can call meeting with the advice of the president.
(ii)for emergency meeting secretary will inform seven days before metting.
(III)1/3 qouram is necessary for metting.
E.REQURISTIONAS MEETING.
(I)general body meeting can be called for main purpose and qourm shuld be 1/2 for decitiion at least 2/3 is must.
(2)f0r calling meeting 3/1 members have to give application in writing to genral secretry .
(III)if genreal secsecretry deny for calling the meeting the members can also call sutch meeting and for such meeting it is compel
sry for those members to give notice to genreal secretry then thair desitions will be velliotion able as genreal secreatry call the meeting .
(IV)in such meeting if courm is nat avelable with in hof an hour meeting will be suspand automatically after that such meeting can Nat be called for six months.
f.adgourned meeting.
the meeting will be suspend for seven days . when the corm is Nat complete. the notice is Nat necessary for this meating,same meeting will held same time on eighth day but the corm is Nat necessary if on same day is government leave meeting will held next day.
Meeting Of Executive Committee
A.(i) notice. it is necessary for the meeting of business committee should be called in the time of two months .
(II)seven days notice is necessary for the meeting of business committee.
(III)emergency meeting for business committee can be called given information to president with in 47 hours.
B.QUORAM.
(I)1/3 members must be the quorum for meeting of executive committee.
(II)if the quorum is Nat complete in half an hour meeting will be suspend automatically. then the same meting will be held after seven days under article 16 f.
(III) Executive committee have power to suspend to any member who will remain absent continue three meetings with out leave.
Elections
(i)the election will held after two years .
(II)business committee will work till new elected body is nat elected.
(III)election committee will be of three members including president such decision will decide in annual meeting and election committee to arrange election for business committee and office bears .
(IV)the members of election committee can nat contest election.
(V)notice will be send to all members of orgnization by post before fiften days in which election shedule and date and time be must
postal reciept is must.
(VI) for the candidates it is nessarry that they should send thair nomition form to election committee chairman seven days before election .candidate can with draw two days before election.
(VII)election will held secrate belt paper.
Vacancies In Executive Committee
A.the vacancies in executive committee.
Financial Administration
A. the financial year of organization will start from first July to thirty June.
B. All funds of organization will be kept in approval bank.
C. General body will appoint general auditor.
D. All checks will be issue with the signature of president. general secretary and treasor.
E. The organization can nat donate any agency it is not necessary to take permission from income tax under 47d.
Amendment Of The Constitution
1.When any member want any kind of motion that he can give any motion in written to business committee the notice is necessary for motion to all members of general body and then meeting is necessary in thirty days and general body can pass motion by3/2 and any motion passed by general body can not be law full with out permission from registration authority.
Dissolution Of Organization
A. Organization members can finish organization voluntarily social well fair agency registration control ordines under article 11 .12.
B. After dissolution of organization his all property and e t c can be transfer to any other volunteer agency vide section 1 D_47income tax
such permission be allowed by registration authority volunteer social welfare agencies government of Sindh.
VOLUNTEER SOCIAL WELFARE AGENCY (REGISTRATION AND CONTROL).
according to ordinance year 1961 the registration of organization can be register for social welfare voluntarily .
(1)welfare of children.
(2)welfare of youth.
(3)welfare of women.
(4)restoration of physically unfit persons.
(5)family planning.
(6) Entertainment peoples to keep away from inimical activities .
(7)educational activities for old age persons.
(8)welfare of released prisoners and their restoration.
(9)welfare of young accused persons.
(10)welfare of abnormal persons.
(11)welfare of beggars .
(12)welfare of patients
(13)welfare of old persons.
(14)training of social workers.
(15)relation ship between organizations.
METHOD FOR REGISTRATION OF VOLUNTEERS OF SOCIAL WELFARE ORGANIZATION
four copies of the following documents be sent to district social welfare officer with his signature and stamp of the president and general secretary .after verification of above said officer. The documents with report should be sent to divisional officer.
after completing formalities the divisional officer will register organization.
(I) Application for government form.
(II) constitution of organization.
(III) Planning of organization.
name of organization monetary sources necessary articles .method for securing machinery and trained staff for organization and financial sources must be shown.
 
Method For Opening Units
A.22 members are necessary for opening units.
B.any person who want to be member will pay rs 15 per month.
C.it is necessary for every unit to pay half of member ship fee and donation to senteral orgnization and half in his account in nearest bank with singnature of president and general secretary.
D.president of unit has power to use rs 500 hundred in emergency and genarl secretary can use rs 200.
E.it is necessary for every unit to arrange meeting every month.
Powers Of Senteral President And Genaral Seceretary
the following amendment has ben made in article 15 a and 15c.delegated powers to president and genarl secretary.
(I) Due to emergency president can consume Rs 5000 .
(II) Due to emergency genral secretary can consume Rs 2000.
Note: Amendment made by members to increase monthly fee from Rs 10 to 15 which is applicable from July 2003. Such member who will remain continue ten years and who has paid regularly monthly fee organization will help him in any emergency
